Can I report my BYB neighbor?

My neighbor is breeding wolf "hybirds" as he calls them. She has about 20 of these dogs living on her property. They have a fence up but the dogs always ecscape into my yard and get aggressive with my dog (a pom btw). Her boyfriend on more then one occasion has abused the animals, I screamed at him when i witnessed it last week. And the dogs' living conditions are extremely sub par. She has 1 litter per month on average. Is there anyone I can report her to or is it a lost cause?
 
Call the local ASPCA and have them witness the cruelty from your property.
It should not be long before the dogs are removed from their place if they catch them in the act or see for themselves the condition the dogs are living in.
