Can i send files to my phone from my laptop via Bluetooth?

I can send files form my phone to my laptop but how do i send files from laptop to phone?
My phone is Samsung j600 and my laptop is Advent 9117 dual core t2310
Is it possible?
When i try to send a file from my laptop it says there is no bluetooth devices..but it lets me send form phone to laptop?

Having just started this with my Sanyo, I think that your phone is linked to your laptop so it can send, but your laptop is not linked to your phone - you have to make sure the phone is on and then go into bluetooth on the control panel and step though the connection process. You may also need some handset manager software on your laptop.
