Can I update my Nokia to Symbian^3?

Nope.
Nokia has not taken any such step so far. None of the Symbian^1 phones ever got an upgrade to Symbian^3, and Nokia's already working on Symbian^4, so the chances of Symbian^3 coming to the Nokia C6-00 are bleak. However, the Nokia C6-01 does come with Symbian^3.
Also, Nokia might just make Symbian^3 upgradeable to Symbian^4.

No, you can't. Symbian^3 requires special hardware with accelerated graphics support, and the old hardware from the S60 5th Edition releases do not have enough power to run the new OS.

@AcridSmoke Haven't you heard Nokia's announcements that there will be no Symbian^4? Symbian^3 will evolve gradually and Nokia users will receive updates to their S^3 devices as new features will become available.
