can i use a iphone 4g with out having to activate it?

i want to use a iphone 4g as a ipod only but the reason i want to use it for just a ipod is bcuz there r many better things to a iphone then a ipod touch like better Camera,better screen and so on. So my question is can i buy a iphone AND NOT ACTIVATE it and still use it to buy apps if i have wifi ? and i know i cant use the phone lol
 
Like an ipod yes but u would have to buy the apps through itunes bc if u try to use wifi it will need to be activated
 
u can...but wouldn't you wrather just use the phone too? Why spend so much money on a phone just to use it as an ipod...if u get the ipod touch 4...it has all the same features as the iphone but its cheaper and there is no phone.
 
Just buy a new iPod touch they have a camera now less expensive than a iPhone just for the camera
