Can I use my LG Voyager cell phone to like a Digital TV to view my local TV stations?

I have an LG Voyager cell phone and I saw an article where someone was using their LG Voyager to view local TV stations; just like their regular TV does. I am not talking about Nickelodeon and other cable stations; I'm talking about receiving local TV Stations.
The LG Voyager cell phone has an antenna.
