Can I use my old AT&T Razor cell phone with a different carrier?

My friend dropped her cell phone in a pond a few weeks ago, and it is completely busted. Yesterday, we were discussing it, and I said she could have my old Razor cell phone. She accepted, but the one thing I forgot to ask was what carrier she uses it. My old phone is from AT&T. can she use this same cell phone with a different carrier? If so, what do we need to do to make it work?
 
the razor is offered by tmobile, at and t and verizon. you can take to whatever carrier you would like to switch to and ask if you can have it switched----they may keep it over night and have you pick it up or they may just give you a whole new razor for free- if the phone says whateveer carrier you are coming from then you will get the new free phone
