Can I use this as my turtle basking area?

Found this at petsmart in the aquarium section. Can this be use as a basking area? yes or no, state your reasons. thanks

what kind of turtle do you have? if it is aquatic and most of that is under water, then perhaps it could climb onto it, just depends on the texture and if it can grip it well enough to get out of the water. I am assuming your turtle is aquatic, because that seems much too tall for a land turtle. I have a box turtle and have a half of a hollowed out log in there that still has the bark on it, it provides excellent grip for he claws to climb up to the top and bask under the lamp. Not something I would use for aquatic though.
