Can Rogers iPhone 3Gs Customers In Canada Upgrade To iPhone 4?

I got my iPhone 3GS last year, and I want to upgrade but apparently I have to wait till my contracts up which is two years.. I heard there's a program in the US for AT&T customers that allows you to upgrade from 3G or 3Gs for like 200$? I was wondering if there was something like this coming out in Canada for Rogers customers when the actual iPhone 4 does come out?
