Can running "jugging" help gain weight?

Can running help a 190 cm tall person with skinny legs to gain weight with drinking "Whey Weight Gainers" with 3 meals a day?

Can running help shape the upper body?

Can running help give better legs shape and size "not fatter look or huge rear"?

How much running is needed to accomplish that and for how long?

Only 10 to 15 kilos is needed to gain, added to the current 75 kilos.

Gender: Male.
Height: 190 cm.
Weight: About 75 Kilos.
