Can someone explain Nationwide talk and text to 10 favs for a telus account for me?

I have a student plan from telus which include unlimited talk and text to 10 people nationwide. I just want to clarify that if I am local but call someone from out of town I can talk without long distance charges? But if I am out of the city and call home then I would get long distance charges?
 
You can TALK and TEXT your ten fave numbers as much as you like no matter where you are in Canada. The 10 can be ANYWHERE in the country and can be a landline or cell number.
 
Wait but if you call someone on your favourites list, does it cost money for them?
