Can the DivX converter convert VOB videos to AVI?

If not, can someone recommend a converter that can to me?
I don't care whether or not it's free. I'm not asking if the DivX converter is free.... I'm asking if it can convert VOB videos to AVI. I'm not going to buy it if it can't do what I need it to do.
