Can They See Even If Someone Deleted It?

I received an Ipod from my counselor and I let my brother borrow it for the night because he asked me to. I got it back this morning and I noticed on the back it said "Property of New York City DOE", I don't know what he was looking at but I need to know if they can see what he was looking at? Because he deleted the history and I have no kind of clue
