No that's not true
You can factory reset and I bet it goes to english!
to factory reset just hold down the vol up+down keys and press power for a second. then release power button. then screen will say "this will remove all settings and files back to default press vol up to continue" then just follow promts.
If that fails go start>settings>regional settings>english>ok
