We are going on Hurtigruten to cruise the coast of Norway up to the Russian border. I wondered if you can cruise just along the coast of Sweden and Finland.

No cruises. You will have to have your own boat.

There are cruises between swedish and finnish ports, but none of these cruises follow the coast line, they just cross the sea.

Hurtigruten is a ferry service that also functions as a cruise ship. There are plenty of ferries that ply Sweden, Finland, the Gulf of Bothnia and St Petersburg, but they are not as well appointed as Hurtigruten. There are also plenty of cruise lines, but these tend to have more limited numbers of ports of call.
