Can you get driving permit if your over 18?

Because I know i can get my license if i pass the test but ive barely driven.
Can i take driving lesson without one?
 
you dont need to take a driving course or anything. i got mine when i was 18. i never had a permit. my dad let my drive around the neighborhood and then i went to this 6 hour course. which involved watching videos and taking tests on them and then i went to the dmv and took the driving test for my license. its that simple
