Can you make this recipe (Cake)into cupcakes?

I'm thinking of using this chocolate cake recipe:http://www.foodnetwork.com/recipes/ina-garten/beattys-chocolate-cake-recipe/index.html

1 question,can you substitute buttermilk for full cream milk or something?

and so yeah I can make this recipe into cupcakes right? But the time needs to be less right? can anyone figure out how long it would take to cook like that cake?
ALSO I was thinking of using chocolate ganache instead of butter cream. What goes better flavor wise?
 
If you don't have buttermilk you can add 1 tablespoon of vinegar to 1 cup of whole milk and let sit for 5 minutes. I would set the timer for 20 minutes to bake then check with a toothpick to see if done. If not, give them a couple of more minutes. (If your making regular size cupcakes)

For the topping, it depends on your tastes. I would prefer the ganache. Butter cream can be too sweet.
