can you smoke smokeless tobacco?

Can you dry out and roll up smokeless tobacco, such as Skoal or Copenhagen, and smoke it? Is it any more or less harmful than any other cigarette? I am asking because I ran out of cigarettes and have a pack of rolling papers and a can of mint long cut Skoal.

There's fiberglass in that stuff so that it cuts your lip open and the nicotine gets into your bloodstream. I wouldn't smoke fiberglass, so I wouldn't smoke dip.
