i mean, what happens if you inhale but you didnt light it up? do you still feel the nicotine or whatever it is? thanks

You would get some nicotine from sucking on an unlit cigarette, but not very much, only a microscopic amount compared to smoking. You could chew and suck on the tobacco and get some that way. If you're in a room where a lot of people are smoking, you can get almost as much of the smoke 'second hand' as if you were smoking yourself.
