Can you use skype on a dial up internet connection?

On my computer i use skype to talk to friends in different countries. I bought my grandma a webcam to talk to our relatives across the world. Then i found out she had dial up but i still tried to install it. It took a long time and wasn't working. Is it possible to use skype and a webcam with a dial up connection?
 
That would be some trick: video takes a huge amount of bandwidth... more than dial-up.
I'm afraid it will be a bottleneck for grammy.
It may only be an audio capable situation.
