Can you use Xbox LIVE Marketplace without connecting your xbox to the internet?

Since I cannot seem to connect my xbox 360 to the internet I was wondering if it were possible to download games and DLC off of the xbox LIVE website and, using a thumb-drive, transfer them to the system?

Nope. You have to be connected to the internet and Xbox live. You also need a Gold membership to download DLC.
