Can your employer decline to pay Vacation pay and sick days that are owed to you?

I've been working for almost 4 yrs and I only have gotten paid my vacation pay once. I have requested a couple times but the company has been in bad financial circumstances...now they just gave me the news that they will be cutting my hours... so I asked them for my vacation pay and now there declining it to me. Can some one give me some advice on this situation please and what to do... thanks...and I haven't got any sick days either.
 
They cannot pay you vacation and sick pay as an advance...you actually have to use that time. You cannot simply "ask" for your vacation pay to be paid out on the spot. That "once" when they did pay was not exactly following tax laws.
