Car rentals in Michigan?

A friend of mine wants to come to Michigan. The problem is he can't rent a car because he is only 19. And they'll let you rent at their low rates only if your over the age of 25. And i'm under that age as well. So are their any places in Michigan where they'll allow a 19 year old to rent a car, and at low rates?? ...i'm new at this, so i have no idea.
 
None of the major car rental companies rent to people under the age of 21. There are a few states that they must but usually charge between 75-125 per day underage driver fee
