Car tire makes weird whining noise?

So I found that I might need to replace my left axle soon.. But now I was driving at very slow speeds and noticed a weird whining noise as if tire is scraping something.. Like if it was touching something.. What could it be?
I know axle is going out because it makes a clikcing noise when turning sharp and quick... but all of a sudden it started to make this noise... it sounds as if it was rubbing something.. no leaks... would i have to replace the whole axle|?

What makes you think that the noise is not coming from the axle? Raise the car up so that the wheel is off the ground then shake the wheel up and down (place one hand at 12 oclock and one hand at 6 oclock) and shake it back and fourth. If there is movement, then it's a bad hub bearing/axle. If the bearing is bad enough, it will sound like the tire is rubbing against something...

why do you have to replace the axle???? the whinning nioce could be the wheel hub or wheel bearing
is there any leaks?
