Carburetor question, rough idle; hesitant throttle response?

my carburetor is known for problems, im buying a weber in about a month but i want to at least try and get my current carb working decently so i can drive the truck. (1984 nissan 720 4x4 2.4L)

the choke must be set to 3/4 (about a 4mm gap between choke plate and carb wall) to even keep itself running without throttle (even at operating temp). if i open the choke all the way up (again, even once its at operating temp) the engine tries to kill itself. when i step on the throttle, the engine hesitates before it revs up, once i let off the throttle, the rpms drop to about 500 (idles around 1000) then climbs clumsimly back up to about 1000 rpms.

What is causing this? and what is the purpose of the needle valve? (im assuming thats what its called, its a screw with a spring on it on the side of the carb, the end tapers down to a point, it was screwed all the win, is this right?)
