Choosing a type of talking parrot?

I decided that I might want to add a talking bird/parrot to my family of pets. I want a talkative bird that will be entertaining, but not a hassle. What type of bird is the least expensive (what are the different prices?), and what supplies and such would I need for a bird?
 
A cockatiel learn to talk, not perfect, full sentences, but nice short phrases and words. They cost from £10 to £100. The food is about £2 or $4 a bag, and sand paper is £1.50 or £3 per bag.

African grey can learn very well, using easy sentences and hving conversations, aswell as learning tricks. The foods is slightly more expensive, needs a cage about 3 sizes larger and cost about £1000.
