Citroen Reflex makes whirring noise and will not start?

Car was working fine last night, drove home and parked in the drive. Last night was a pretty cold night, got into the car this morning. Switched on the ignition for a few mins while I had a cig and got ready to go. Tried to start the engine and it would not turn over... made a 'Whirring' noise a few times.

I then switched the everything off and tried again.. same thing
It sounds like the starter is not kicking in, I live on a main road, so could not even try to jump start it. A friend suggested I remove the battery and re-attach again (I will try when at home tonight)

Any other suggestions?

The thing is.... I bought this car of a mate (£100) so dont want to spend too much money fixing it as its 16 years old and nearly 100k on the clock.
Nope, nothing left on at all. Could the cold weather have an effect?
@Max, Nice one. when i get home tonight ill will clean the battery connecters and try some warm water (it will prob be cold again by time I get in) my mate did suggest something simular, so worth a try. since I live on a busy road.. if I placed the car into 1st and started to rock it... do you think I could start it that way? does it sound like a battery issue to you?
