Could a fake Iphone's OS be changed into real ones?

My brother bought a fake Iphone, It was great in texting and calling but not in surfing the net and it does not run any Iphone App. He was wondering if he could change it's OS into real ones. Is it possible and if yes please tell me on how to do this.
