could our puppy be scared of men?

for the past 4 weeks our 16 week old golden retriever puppy has been going to ringcraft classes every tuesday night. for the first 3 weeks it was just a guy doing it and whenever he came over to her to check her over while she was standing she would freak out and try to get away from him. but last night the guy was there, but he was just watching and 2 women were the one who were going up to the dogs and checking them over.

i wasnt there last night but my mam told me that when one of the women went over to her she just stood perfectly and didnt move once while she checked her over and she never lets the man do that.

now i dont know if its all men or just that man she doesnt like as she isnt afraid of my dad, brother grandad or step grandad
