Crowntail Betta Fish?

I just got a crowntail betta fish. It's in a 3 gallon tank with a light and filter, but it won't swim. It can swim but it's been hiding behind the filter literally the whole time I've had it. (3 Days)

Is this normal? If not what do I do?
I would like to be able to see my fish
It's behind the filter towards the top, and the filter sucks from the bottom. It's definitely not the current.

And I have a heater. I've had betta fish before
 
How strong is your filter?
If it is creating too much of a current your Betta will have a difficult time.

Please buy a small heater for your tank. Betta fish are tropical and do best between 77F-82F.

~If he is very new you may want to keep his light off and allow him time to adjust.
