Cruise Control / Electrical diagnosis?

Cruise Control/Electrical help needed:
1993 Mazda mx-6 2.5 L manual

I'm trying to diagnose my broken cruise control which just conked out on me one day while I was in cruise and never came back on since.

I'm not an electrical expert obviously...but I've checked alot of the various things per the Electrical Workshop Manual.

Anyways, my main question is that doing a voltage check on the various terminals for the cruise control harness, Terminal N, which corresponds to the cruise control switch gave me a reading of 11 volts when it is supposed to be only 5 volts with the CC switch and ignition on.

So what is my next step? Could it be the cruise control main switch that needs replacing?

I tried replacing the Horn Relay and that did not fix it.

(one more piece of information, I think I had a short circuit some time back because the little metal ring around my ignition where the key is inserted was getting extremely hot. I'm not sure what I did, but the short circuit seems to have gone away now....so maybe that has something to do with the cruise control not working.)

Thanks for any help you can offer. (I'm about ready to break down and take it to the dealership.)
I worked on the problem a bit more and there's a diagnostic check procedure I did and from what it is saying, it seems like the computer thinks the clutch is being pushed in which would cancel out any cruise control operation...the problem is that I put in a new clutch switch...there is however a little box (switch) next to the clutch that is connect to it and I'm not sure what it does specifically.
