The Chicago Cubs won’t offer salary arbitration to Chicago Cubs right-hander Rich Harden, according to*David Kaplan of WGN Radio in Chicago. In 26 starts, Harden recorded a record of 9-9 with a 4.09 E.R.A. *Harden has been injury prone through out much of his six year career, including elbow, back and abdominal ailments.
