Curious Question: Highway bumper to bumper? Why?

I am curious about driving in the highway. I am a pretty new driver and I had questions. No offense to anyone, I am just trying to understand why peculiar highway behavior occurs...

How come people when they drive in the highway when it's bumper to bumper, and everyone's driving 5 mph, I noticed 90% of people do not drive with atleast 1 car space in between them and the other car in front of them?
If people did that, people would be able to merge alot easier and there would be less cutting you off type of actions.

It really baffles me that people drive bumper to bumper on a slow highway?
And we all know that when you put on your blinker...they will more than likely not make space to let you in. Why is that?

I think it's in europe (correct me if I am wrong) that they have this rule where if you don't drive with atleast 1 car space in between you and the car infront of you, you will get a ticket.

I don't know, does anyone know why the majority of people drive like that?
Hi Bill,
I was talking about in general. But if you want to be more specific..... Los Angeles California Highways.
