Ok, there will be three situations.

1. Your people want neither monarchy or rev. govt. Choose Monarchy
2. Your people want a monarchy. Choose Monarchy
3. Your people want a rev. govt. Choose rev. govt.

If they want the revolutionary govt the +2 happiness and -5% infra make up for the -2 environment loss when compared to monarchy.

Also, if they want a Totalitarian, choose monarchy or totalitarian, and if they want a democracy, choose monarchy or democracy, also democracy is beneficial in war (+8% soldiers)
