I believe i have some great trade agreements right now. At 16% tax i get 22.70 happiness and at 28% i get 15.70. My daily tax collection has gone way up. (for a country of my size)

Try to work on getting some of the bonus resources, they help a lot. I make 50% more a day, and infra is a lot cheaper since I fixed mine.
