I thought that too before the FAN wars. Being in anarchy and not being able to collect your taxes screws you over bad. You will get thrown into bill lock quickly. That being said I usually have about 30 mil on hand at peacetime. If a war is dire then I usually have 40 mil in case I get nuked.
