Tech only gets more expensive if you actually have more tech right? Not just if you have purchased it. Right?

For example:

Person 1: Has purchased 15 tech and given it all away.

Person 2: Has purchased 5 tech, and has kept all of it.

If person 1 has it cheaper I will sell you as much tech as you want, you just have to give me the money first. You can pick what you pay me (within reason), I just need some money to get off the ground.
