Data Packages with used Verizon phones?

If I buy a used verizon phone, on ebay for instance, do i need to purchess the 9.99 or 29.99 data package that is required if you buy the same phone new, from verizon? Almost all new phones require a data package and I don't want to pay!

Unfortunately, you still have to buy the data package - it's not whether the phone is new or used that matters, it's whether it's the type of phone that requires a data package. If it's a smartphone (new or used), you need to pay $29.99/month, if it's a 3G multimedia phone it probably requires the $9.99/month plan.
