Yes Cody Simpson is following you! :) since it shows a blue circle with the white check mark in the middle next to his name means he has a Vertified Account and Twitter only gives Vertified Accounts to celebrities. Go and freak out now! :)
 
Yes it's real. The check mark next to his name confirms that it's a verified account.
 
It is most likely him (You're lucky), or it is someone that made a Cody Simpson account that is not the real Cody Simpson, I say that because I don't know a lot of celebrities that follow regular people.
