Did the "age of majority"always mean legal adulthood?

The age of majority in most of the 20th century was 21 so why lower it just because you can vote.The age of adulthood in America was traditionally 21 you had to be 21 to vote sign contracts and drink and I believe that should all be one age 21 in fact it should have stayed that way.
