Did the snow on cause February 2nd to practically be a bank holiday?

Im just wondering because i made some transfers from my banks and also on paypal and neither of them have cleared yet. I did them on monday and it always takes 5 working days.

Just wondering as nobody would have been in the banks offices so it would have effectively have been as good as a sunday.

Would appreciate a quick Response
