Directv Protection Plan?

I have the Directv Protection Plan and I've been having problems getting my Directv Cinema to work correctly. Directv wants to troubleshoot over the phone rather than send a tech out. I tried their steps, didn't work. Now they say they don't have anymore troubleshooting steps. Even the Resolution Dept. is hesistant about sending a tech out. I have the Protection Plan so what good is it if they won't send a tech out? I've threatened to leave them, they act like they don't care. I know it costs money to send a tech out but that is what the protection plan is for. Who is over the Resolution Dept.? They say someone will call, ut's probably the Resolution Dept. I don't care to talk to them. Do i have to file a complaint with the BBB to get results? Anyone have suggestions or know who to call/email?
