DivX player Vs DivX Converter?

If you have a DivX player that lets you burn DVD's into DivX form, do you need to get the DivX converter also? Will it make the video any clearer? It is clear now but sometimes when I burn a DVD with the player every once in a while I get a patchy blur like on the screen. Do you think a converter would help that patchy area? Do I need a DivX converter along with my DivX player that can already converts to DivX? Thanks!!!!
