Do 1992-1995 honda civic vx get up to 50mpg?

how come a vx can get more mpg than a cx when it is 92hp engine to a cx 70hp?
i thought cx are suppose to get more than vx except since i drive mine i only get 40mpg
 
less horsepower have to work harder to do the same thing maybe? i remember hearing that some v6 engines in trucks get better mpg than thier i4 couterparts because the engine has less stress or something
