Episcopalians are definitely Christians. However, they don't tend to use Evangelical terminology such as "saved" or "accepting Jesus". But they celebrate the Eucharist frequently, a rite during which they openly honor Christ. They tend to be very involved with charity and social justice, following Christ's example of aiding the poor. They are often considered liturgically conservative and theologically liberal. As for forgiveness, there is a rite for it printed in the Book of Common Prayer (a major Episcopalian text), and of course, they can also pray on their own. Yes, they are Christians.
