Do I have enough lighting on my bike?

Right now, all I have is a bell front light and a cateye rear blinker. Is this enough for riding around at night when theres not too many cars on the road? Any suggestion on vests, reflectors, or something else along that nature. Preferably keeping the price down, or something you can make yourself. If you have some really creative set up id love to see a picture.
