Do people still use lead based paint outdoors?

Ok so at my company we have to deal with lead based paint sometimes. I'm supposed to determine whether areas have a potential to contain LBP and then test for it. I'm relatively new at this and my previous boss told me that LBP was banned in 1978 and if the structure was painted after 1978 then we do not have to test for Lead. Well I got a new boss now and she was just screaming at me basically calling me a moron for not recommending lead testing on a structure painted in 2003. She says that they still often use lead based paint on outdoor structures to this day. I tried looking it up online but was not able to find anything. I know that the EPA recently changed the LBP amount in paint to .009% or something like that and before it was .06%. So is my previous boss correct or was I taught the wrong thing? Anyone familiar with this subject.
 
Every structure painted before the ban would have lead base paint and unless the paint was imported highly unlikely the paint used in 2003 would not have lead
 
Your new boss is correct. The lead paint ban was for consumer paint, not industrial. Lead paint for things like forklifts and similar equipment was around many years later and may still be obtainable. Also if you did not remove all old paint every time, you may find non-lead on top of lead paint. Another place it is found if not careful is equipment from Asia. You have to put it in the contract to prevent them from using lead paint and still you want to check the equipment when it arrives. Also, under OSHA rules, unless you can document there is no lead paint, even a fresh 2013 paint job has to be addressed for lead, silly though that may be.
