Yes I agree with it, and I'm a Michigander.

States cannot supersede the federal government in matters of interstate commerce. If they did, it would be virtually impossible for a company to do business beyond the borders of its home state. How can one realistically expect a company to follow 50 separate codes as well as federal law?

EDIT: No, I'm not. I'm a big fan of actually enforcing the laws we already have on the books instead of passing more just to say we're serious about something.
 
I disagree with it. States need to have the right to regulate their own environment. This has nothing to do with what the ships are carrying or selling but with what the ships are dumping in the Lakes region. -- It has nothing to do with commerce regulation.
