Do you know why Undertaker vs Shawn Michaels at WrestleMania didn't occur...

...in the 90's? I know, there is a reason, but I'm wondering if anybody else here knows.

Who here knows the reason?
 
They were never feuding near Wrestlemania time. Their feuds were always leading to something else e.g. in 1997 from Summerslam to Bad Blood it led to Shawn facing Bret Hart for the WWF championship. After their match at Royal Rumble 1998 Shawn obviously injured himself but he was always planned to face Steve Austin at Wrestlemania XIV for the title.
