Do you need t-mobiles data plan for a wifi phone to work?and which phone...

...would be the best to use for this? I want a new phone for Christmas and I have t mobiles cheap plan for only 500 minutes and unlimited text but I want to be able to use web but only on wifi at home.
 
if you want a wifi only phone then get an ipod touch. you can use google voice on it but it will only work on wifi. if you want an actual cell phone then you have to get a data plan. all smartphones from all carriers require a data plan.
 
You need a data plan to have the phone function, but wifi doesnt cost.
 
there is no such thing as a "wifi phone"
if you have a smartphone, it requires a data plan.
