Right now it is the West but I think by that time the East will be strongest.

Cleveland
Lebron James and Mo Williams will be improving. While Shaq, Ilgauskus, and Jamison may be retired I believe Cavs will find a 2nd scoring option for Lebron James.

Chicago
Derrick Rose will only get better and Noah and the Bulls may get Bosh as well who will be improving.

Miami
May get Amare Stoudemire and D-Wade both will improve

Whereas in the West Lakers may probably be on their last title run because Bryant, Artest, and Odom will only get older.
Nuggets nucleus may break up Billups will probably retire, JR Smith may go elsewhere for a bigger role, Carmello may stay or go elsewhere if he can win elsewhere, Martin may go to another contending team, Nene may be gone.
purs will no longer be a contender.
In two years Kidd may out to retire and Nowitski will start to decline along with Marion, Terry, and Butler

Portland and Oklahoma may be the legit teams in the West but I think their stars need to develop more and their teams need to improve to may be able to compete with Cleveland, Miami, Chicago who will probably be elite teams that would be experienced by that time.
